Pre-Assessment Estimator - Mandatory requirement for new dwellings in Wales
There is now a mandatory requirement that new build dwellings in Wales achieve a minimum Code for Sustainable Homes Level 3 (including 6 credits for ENE 1). In order for the planning application to be validated or registered, the Estimator (along with a unique plot identification number) needs to be submitted to the Council. This Estimator (and plot identification number) needs to be undertaken by a licensed Code for Sustainable Homes Assessor.
Early appointment of a Code for Sustainable Homes Assessor is vital to enable the planning application process to be quick, simple, ultimately successful and to reduce delays and design changes (either during or following planning approval so that BREEAM Assessment and Certification can occur).
When to undertake the Pre Assessment Estimator
The assessment is most effective when it occurs as early as possible as it can be used to inform the design process. The assessment is often amended and reviewed throughout the design stages, until the Design Stage Report is underway (to facilitate BREEAM assessment and certification). We are able to undertake such an assessment at the earliest concept stages or with a full detailed set of information.
